Sounds like "pirate" is a term for any newcomer to the area. It seems more like a title of status then of a job.

It's a dangerous status. Once you begin to call yourself a pirate, what do you give yourself license to do when you wouldn't do it otherwise?

[justification was all too easy to come to when using that title. Aside from that, it was disturbing in a way. So many were sailing under the auspices of 'piracy' without understanding what it meant. Then again, it wasn't so different from home]
