I wonder, but I doubt any of us can answer that question. Beyond the Witch, Jones and those of that ilk, I know of no one else who has been able to unlock the powers of the shards.

This world is filled with things that should not be possible, so a gem with such power is not unthinkable. But if in the end I have been fooled and it cannot grant wishes at all, I swear Davy Jones himself will suffer for it.
