Maa, well... the wind seems to be dying down a bit.

[though it's still howling outside. He's been in the hold for the better part of three days because, among other things, his sleep mask kept blowing off. An ice shield on the deck was always an option, of course, but when it melted, Coby gave him long dramatic inward sighs and went to get the mop bucket.

So here he is, cross legged in the hold, playing cards, contemplating life and generally trying not to get a crick in his neck]

I hereby petition for a bigger ship. Though I'm not entirely sure which island would be the best choice for that.

Haruta diamond, Portgas spade, Phoenix Marco the club and the hearts were for an entirely group of pirates all together so a high and low joker, then for the two relative uknowns. Fishman Namur. Fourth Divison nee Headhunter Thatch, rumored to have been assassinated by a former nakama but very much alive here. Though perhaps he was in the same boat with Portgas.]

Otherwise, who else would want to make peace with the Navy? [Club. Spade. Heart... he thought he'd shuffled all those out. To the side it goes. There was not a card for Marines of course. They were generally supposed to be the players]

Straw Hat seems mostly interested in stirring up trouble from where I sit.

[So Smoker sails with this guy now? It makes sense. Keimi was sure that Smoker would rather make peace with the Navy too.]

Luffy-chin does what he has to to protect those who are important to him.

Enies Lobby had been destroyed largely by the incompetence and hubris of someone else and it was enough that the people of Water 7 were charmed by him afterwards to party and shield him somewhat.

In the end, Kuzan still wasn't entirely sure what to think about him. He was dangerous to the world order, no denying that, but the people only seemed to benefit from his interference.]

Regardless... He will always be a pirate, and while he exists as one, the Navy will always be tasked to catch him.

[though even to say that is somewhat dishonest. A pirate cannot unbecome a pirate. As soon as the black flag is raised, they are marked for life. It seems a somewhat broken system in the end]

[Keimi has witnessed this logic firsthand with the Tenryuubito. You either make yourself useful to the government, or you will be hunted forever. It's why she became so supportive of pirates in the first place. In a world where you can be enslaved or murdered just for looking at someone wrong, how could she support that system?]

We'll all be pirates for as long as we have to be. If they're going to keep attacking us, then what else can we do?

[Even being useful with the government is no guarantee that you won't end up being hunted. It could happen due to an honest mistake, political maneuvering, an accident of birth. Though he has heard pirates, captured and otherwise, bring up these points, it's an excuse. A broken system cannot be fixed by picking at the edges of it like jackals and it's certainly no excuse for inflicting savagery on innocents.

However, Keimi being what she is, has an entirely different problem altogether and one that grates him to the bones. He wishes the Navy could pull away from the spoiled rotten from the inside Tenryuubito-- but that creates a power vacuum and the idea of 'who watches the watchers'

But as for right here and right now]

Not everyone takes it as well as Straw Hat Luffy.

[and he wants to tell her about... people taking advantage of it and terror on the seas and etc and so forth but it's all very tiring in the end]

Maa... well... forget it, forget it.

...I think bad people exist no matter what the rules are.

[But if this man wants her to drop it, then she'll drop it. There was no need to get into an argument over this here. The fact of the matter is, they're pirates, and they're going to be attacked. Were it up to Keimi, she would just see them incapacitated, but she knows there are crews who would take it further than that.]
