Those weren't soldiers or assassination targets, just innocent people getting slaughtered on Grell's whim....he wondered if Kat didn't mind that kind of killing but wondered if he'd sound nosy or judgmental if he asked.{

[He wasn't perfect either...there had been a few times in his life where he'd killed with less than a good reason for it. In general though, he tried to avoid that and only kill in self defense. It had to do with his determination to prove to people he wasn't a mindless monster]
