For the moment, it's quiet. There's a big war breaking out, but we're not involved at the moment. I'm not sure how long this is going to last, but let's see if we can take advantage of it.

I was thinking more along the lines of one island invading another. If they even think to do that around here.
Who else do you think would be interested?[Normally Harlock gets along with other pirates about as well as he does with the Navy, but this place most of the crews weren't really pirates and the actual pirates were oddly honorable. Which meant they were less likely to end up trying to stab each other in the back.]

Such things usually require face-to-face meetings and agreements upon various terms.
