[Even being useful with the government is no guarantee that you won't end up being hunted. It could happen due to an honest mistake, political maneuvering, an accident of birth. Though he has heard pirates, captured and otherwise, bring up these points, it's an excuse. A broken system cannot be fixed by picking at the edges of it like jackals and it's certainly no excuse for inflicting savagery on innocents.

However, Keimi being what she is, has an entirely different problem altogether and one that grates him to the bones. He wishes the Navy could pull away from the spoiled rotten from the inside Tenryuubito-- but that creates a power vacuum and the idea of 'who watches the watchers'
